Registering for Tri-Care Prime?

I'm going to register myself friday for tricare prime. Finally after 3 months of putting it off. One lady I spoke with said it was free because I was a spouse, another woman said it costs like 15 bucks a month. Which is it? Hubby is Army and is at Bragg (don't know if it makes a difference)
