How common are these traits in a German Shepherd?

My 1 year old German Shepherd, seems pretty small for her breed (looks wise), for she is about 20-23 inches at the shoulder, about 65 pounds ( she is a very busy pup). I have compared her to other shepherds around her age, and she seems so puny!! also, she has a white chest.. how common is that?
