Can i transfer to a university with not all 60 credits completed?

i was on a href="http://www.ist.org/web-ist/welcome.html" rel="nofollow"http://www.ist.org/web-ist/welcome…/a to look at the requirements to transfer to a UC and my community college (occ) doesnt offer some/a alot of the cles they have at the UCs for my major (engineering). can finish the required cles that are offered at occ and then transfer? or do i have to complete the 60 credits then transfer.
