What does the "Valley" mean when talking about Los Angeles?

I have a few friends who live in Northride, CA. Do they live in the Valley? If so, what Valley is that? And the San Bernardino County, is that considered the Valley too. The San Fernando Valley is the Valley most people talk about right? But what general locations is that? is Victorville, CA part of any Valley?
