Until end of Qing China always had Mongolia,should we blame ROC to lose Mongolia as part of China's territory?

in Qing, china's map was like a leaf, which include both inner and outer Mongolia, now we no longer look like a leaf, just a rooster(if Taiwan is the other rooster foot of course, together with Hainan)
